Allow the ability to modify a document regardless if document was sent through a workflow.
Documents that need to be edited after it was sent for signatures, but still not signed by the 1st signature should be allowed.

If the sent agreement hasn't been completed by the first recipient, the files can be updated: https://helpx.adobe.com/sign/using/modify-document-sent-for-signature.html
